State Literacy Plan 2006 - 2008

The NSW State Literacy Plan 2006-2008 has been designed to build on the achievements of the previous NSW State Literacy Strategy, to strategically address current literacy challenges and to set a platform for the future success for all students in NSW government schools.

The Plan and all subsequent materials produced under the Plan’s banner will be informed by ‘best practice’ in NSW Government schools and the latest research including the National Inquiry into the Teaching of Literacy.

Like the State Numeracy Plan 2006-2008, the State Literacy Plan 2006-2008 is focussed around seven areas for strategic action:

  • a state-wide coordinated approach
  • whole-school planning
  • identification and support
  • professional learning
  • teaching and learning
  • home, school and community partnerships
  • assessment and reporting.

Through the Plan’s seven strategic areas, key strategies have been identified for action at school, region and state office level.

The Plan’s success will be measured by how well system-wide student achievement targets have been met. By the end of 2008 the Plan aims to have:

  • 89.6% of Year 3 students achieving Band 2 or higher on Basic Skills Test Literacy
  • 94.2% of Year 5 students achieving Band 3 or higher on Basic Skills Test Literacy
  • 96.5% of Year 7 students achieving elementary band or higher on English Literacy Language Assessment (ELLA) Literacy.

This means that in achieving these targets by 2008, the Plan seeks an overall reduction of 10% in the number of lowest performing students in literacy for Years 3, 5 and 7. Under the Plan schools, families, regions and state offices will work together to ensure its success for the future of students in NSW government schools.
