NSW Curriculum Learning and Innovations Centre has a strong track record for developing quality literacy resources for classroom teachers.  

Three literacy teaching guides are the first in what will be a series of new guides that put the spotlight on different aspects of literacy critical to students’ overall literacy development.

The guides support teachers in classrooms to ensure quality literacy teaching for NSW public school students. They provide teachers with an opportunity to reflect on, refine and sharpen their literacy teaching practice. The guides build on the NSW Department of Education and Communities’ Literacy K-12 Policy.

In this section, you will find publications organised from recent literacy publications to publications developed under the previous NSW State Literacy Strategy and finally literacy support materials for parents.

An introduction to quality literacy teaching

This guide, An introduction to quality literacy teaching, provides advice for teachers from Kindergarten to Year 12 on what can be considered the cornerstones of quality literacy teaching in NSW public schools, that is, literacy teaching that is explicit, systematic, balanced and integrated.
This introductory guide has relevance for all teachers working across the curriculum. The guide:

  • articulates the importance of literacy in contemporary contexts, including how literacy demands change across the years of schooling and the ever-broadening view of 21st century literacies
  • has a strong focus on literacy teaching, reinforcing that it is quality literacy teaching that will make the difference, that is, literacy teaching which is explicit, systematic, balanced and integrated
  • provides teachers with a practical, accessible process for explicit and systematic literacy teaching
  • supports teachers to direct/regulate and adjust their teaching to meet the needs of individuals/groups through modelled, guided and independent teaching strategies
  • addresses important considerations/connections in relation to literacy teaching, including NAPLAN, technology, Literacy continuum, further literacy resources.

Literacy Teaching Guide: Phonemic awareness

These two guides, Literacy teaching guide: Phonics and Literacy teaching guide: Phonemic awareness provide early years teachers with clear, straightforward information about the teaching and learning of phonics and phonemic awareness and include:

  • confirmation that each is an essential component of a balanced and integrated teaching program.
  • a process for the explicit teaching of phonics and phonemic awareness.
  • a set of principles for phonics and phonemic awareness to guide teaching.
  • a recommended progression for each aspect, based on the most current research, for the teaching of knowledge and skills
  • suggested teaching strategies and learning activities for phonics and phonemic awareness.

The approach taken to the explicit teaching of phonics and phonemic awareness as part of a balanced and integrated literacy program. It has been highly received by experts in the field.

Interactive NSW Literacy continuum

Literacy continuum K-6
Please note: The continuum is available to DEC staff only through the Department's intranet.
This continuum will shortly be revised and extended to Year 10.
This continuum defines eight aspects of literacy found in the research to be critical to successful literacy acquisition.
It describes the development typically expected of most students in the eight aspects:

  • Reading texts
  • Comprehension
  • Vocabulary knowledge
  • Aspects of writing
  • Aspects of speaking
  • Phonics
  • Phonemic awareness
  • Concepts about print

Key developmental points are signalled by clusters of markers along the continuum.
It supports primary teachers to assess and plan for explicit literacy teaching.
The Best Start literacy assessment and support materials have been developed alongside this continuum.

Best Start

The Best Start entry-to-school literacy assessment is implemented at the beginning of Kindergarten.
